AOSIS STATEMENT: The final week of COP30 is underway, and small island developing states are making an urgent push for action to close the ambition and implementation gap.

Negotiations and ministerial consultations are now in high gear at the global climate change summit, as the “COP of Truth” seeks to advance a strong outcome that can steer our world back from the dangerous impacts of a likely 1.5°C global warming overshoot.
Small island developing states, among the most exposed to the disproportionate impacts of climate change, are calling on all countries to adhere to the sentiment of truth. In this critical decade we cannot make liars of ourselves, nor of the Paris Agreement, by failing to live up to our commitments and the faith placed in us by the world’s most vulnerable.
Our homes are being ravaged by increasingly severe storms powered by warming seas. Our coral reefs, the lifeblood of our islands’ food systems, culture, and economies, are at a tipping point in dieback at 1.3°C, and forest ecosystems are also at a tipping point. The window to protect lives and economies is closing, and to delay further will mean certain disaster.
Our AOSIS Action Plan:
AOSIS continues to push for a robust global response plan to the NDC synthesis reports where we collectively set out a clear plan of action to get us on track for 1.5°C. We must close the ambition and implementation gaps.
As consultations on this issue continue, we must move forward with the following considerations at the core:
- GST 1 Implementation: Enablers such as technologies, investment and the framework for international cooperation including with non-state actors will all have a significant role to play. This is linked to Mission 1.5 for delivery.
- Finance: We cannot seriously speak to acceleration in this decade if the New Collective Quantified Goal (NCQG) implementation is not proceeding. Yet in the relevant agenda item on article 9.5, where developed countries have agreed to elaborate their actual roadmaps on climate finance, we have seen deliberate attempts to stop any and all progress. We urge Parties to act in good faith with the decisions they have previously agreed to and to not block progress.
- Adaptation Finance: AOSIS is concerned about the current framing of the adaptation finance goal. This should be linked to the focused discussion on implementation of Article 9.1, in order to ensure that SIDS and LDCs have the opportunity for effective access.
The adaptation finance gap is widening. The recent UNEP Gap Report found that developing countries will spend $350 billion a year to adapt to climate change by 2035. To address this gap, we join other developing countries in calling for an at least tripling of adaptation finance to 120 billion by 2030.
The adaptation finance goal must ensure that a significant share of the overall goal be channeled through the Green Climate Fund, the Adaptation Fund, the Least Developed Countries Fund and the Special Climate Change Fund.
In the next few days, we have the opportunity to speak truth to power. We cannot mar diplomacy with delay, and AOSIS will continue to work tirelessly for an outcome that will ensure a safe and prosperous future for all.
